The national strategy for R&D and Innovation in the last ten years has included efforts at building up the Greek research facilities and, to a lesser extent, supporting industrial research. These efforts resulted in an increase in expenditure on research from 0.21f GDP (1980) to 0.72f GDP (1999) and in doubling the numbers of businesses involved in R&D.

However, there continues to be an imbalance in the expenditure on R&D, with the public sector outweighing the private sector in this regard. The public sector contributes more than 704f expenditure on R&D (national and EU), as against 25 0.000000rom the private sector, while the European averages are 44.2and 53.9respectively. This particular feature of the system means that the good performance of Greek research teams in EU R&D programmes is not adequately reflected in economic terms.

Adjusting these ratios and striking an overall balance in the system are the central aims of Greek policy on R&D in the coming five-year period (2001-2006). At the hub of initiatives under development is the Third Community Support Framework, which provides the basis for their implementation both in the private sector and in the wider public sector. In both cases, efforts are directed at creating a critical mass of users in the field of new technologies, so as to support research activity in the areas of both supply and demand.
